There were no foreground characters.
SOLUTION
Gently flexing the board did not produce any change in the fault, but pressing down on one of the SMT gate arrays produced a corrupted forground. Closer inspection of this device revealed that it had not been placed correctly on the board when manufactured (it wasn't flat down or centered properly) and the small solder joints that bridged the consequential gap had fractured. Tacking the pins down with a fine soldering iron, more solder and some spray flux fixed the game completely. The joints on this device will always be week, but with correct storage it should be OK (the device realy needs to be removed completely and then put back on correctly). The other SMT devices on the board were fitted correctly.
